In a significant move towards making property registration more accessible and transparent, the Delhi government has unveiled the “Anywhere Registration” policy. This new policy will allow people to register their properties and documents at any of the registrar offices in Delhi, irrespective of the jurisdiction.

Anywhere Registration – A Step Towards Convenience and Transparency

The Revenue Department drew up the \”Anywhere Registration\” policy. This policy was approved by Chief Minister Arvind Kejriwal. They have sent it to Lieutenant Governor VK Saxena for notification. They expect to notify it in a few days.

As per the policy, all 22 sub-registrar offices in Delhi will now function as joint sub-registrars. Their jurisdiction will extend to all of Delhi. This means that people can register their properties at any sub-registrar office in Delhi, making the process more convenient.

Anywhere Registration: Addressing the Issues of Overcrowding and Corruption

The policy was introduced in response to complaints about overcrowding and corruption at some sub-registrar offices. People often had to face long queues and booking an appointment took a long time at crowded offices. In addition to the “Anywhere Registration” policy, the Delhi government has also started the facility of “one nation, one registration” software — National Generic Document Registration System (NGDRS) — at nine out of the 22 existing sub-registrar offices. This move enables people to upload necessary documents for registration at the sub-registrar offices.

What are the benefits of NGDRS?

The National Generic Document Registration System (NGDRS) is a common, generic and configurable application developed for registration departments across the country. The Department of Land Resources, Ministry of Rural Development, Government of India initiated the project.

Some of the benefits of NGDRS are:

  • It empowers citizens through online entry of deed, online payment, online appointment, online admission, document search and certified copy generation.
  • It checks on fraudulent or benami transactions and reduces document registration process, time and cost at sub-registrar level.
  • It provides a cost-effective solution with improved efficiency and transparency achieved in document registration process.
  • It accommodates all variations or gaps prevailing across the states.
  • It enables citizens to proceed with land buying online. They can find out the circle rate for land, calculate property valuation as per prevailing rates and understand the type of land.
  • It allows citizens to decide about the type of land purchase by providing information on various aspects such as location, area, amenities, connectivity etc.
  • It reduces the burden on various government departments that have to maintain a lot of paperwork.
  • It brings all the stakeholders of all the registration at a single platform.
  • It provides SMS and email enabled alerts related to transactions on property.
  • It offers rule-based transparent online valuation with accurate calculation of property cost.
